During 2020-2023 Resurgence was a key partner in BReTCAT (Building Resilience Through Climate Adaptation Technologies) where its DARAJA principles, developed to enhance the resilience of vulnerable communities in large urban areas to weather and climate, were applied for the first time to a small island developing state.

Resurgence and its partners, the Meteorological Service of Jamaica (MSJ), the Caribbean Climate Innovation Center (CCIC), The Finnish Meteorological Institute (FMI) and the University of the West Indies, created the BReTCAT project in Jamaica.
The BReTCAT Project has revolutionised how the Meteorological Service of Jamaica communicates weather and climate information, with a focus on the most vulnerable. So far, it has led to the creation of an enhanced marine forecast for local fishermen and pleasure boat users, disseminated by WhatsApp and FM radio stations and the launch of a weather app for the 1.5 million Jamaicans who have a smart phone in their pocket.
BReTCAT is funded by the Inter-American Development Bank (IDB) and the Climate Risk and Early Warning Systems (CREWS) Caribbean Initiative component led by the World Meteorological Organisation (WMO).
