Every day, millions of people face floods, droughts, and storms without the forecasts or early warnings that could save their lives. Not because weather forecasts and warnings don't exist, but because they never arrive in a form that reaches them on time, speaks their language, or earns their trust. Resurgence works with partners across the Global South to close that gap.
Our Solutions
Four integrated solutions to strengthen climate resilience through actionable intelligence.
We work with governments, development agencies, philanthropic organisations and multilateral partners to embed climate intelligence into national and city-level systems, enabling earlier action, stronger institutions, and more effective use of climate and early warning data at scale.
Our approach starts with the needs of vulnerable communities. By identifying and prioritising the information people need to anticipate and respond to climate risks, we help weather and climate information providers design services that are practical, trusted and people-centred.
Our expertise spans diverse contexts, from rapidly growing cities to national programmes, with particular experience designing and delivering climate services in fragile and conflict-affected settings, including Sudan, and in small island states such as Jamaica. We also specialise in delivering weather and climate information through digital and mobile communication channels, helping trusted intermediaries and at-risk communities access timely, actionable information where and when it is needed most.
How we deliver impact
A step-by-step approach built around collaboration, evidence, and long-term impact.
Assessment &
Co-design
We work with national meteorological agencies, governments, and communities to understand risk, map systems, and co-design solutions grounded in real-world needs.

The benefits
Our approach delivers outcomes that matter to people, institutions, and funders:
Last-Mile Reach
Climate intelligence reaches the most vulnerable, including those beyond the digital divide
Actionable Insights
Complex forecasts become clear decisions that save lives and protect livelihoods
Proven at Scale
Systems are designed for replication across cities, countries, and regions
Sustained Impact
Stronger institutions ensure resilience continues long after project delivery
The process
A typical engagement moves from understanding risk to delivering long-term, scalable resilience:
Phase 1
Discovery & Assessment
Risk analysis, stakeholder engagement, and system mapping
Phase 2
Co-design & Development
Designing solutions with governments, agencies, partners, and communities
Phase 3
Implementation
Deploying forecasting, communication, and delivery systems
Phase 4
Capacity Sharing
Training institutions and communities to operate and sustain systems
Phase 5
Scale & Integration
Embedding solutions into national frameworks and expanding reach
Frequently Asked Questions
Answers to some commonly asked questions.
Who do you typically work with?
We partner with national meteorological agencies, governments, development banks, NGOs, and community organisations. Our work is designed to strengthen existing systems while ensuring solutions reach those most at risk.
What makes your approach different?
Our work starts with the people most affected by climate risks. We identify and prioritise the weather and climate information needs of vulnerable communities, then work with governments, meteorological agencies and partners to design services that meet those needs. By combining community-led design with expertise in institutional strengthening and digital communication, we create trusted climate services that are locally owned, integrated into institutions, and designed for long-term impact and sustainable scale. We don’t deliver standalone tools; we build systems that continue to serve communities beyond the lifetime of individual projects.
How do you ensure solutions reach vulnerable communities?
We design inclusive systems that go beyond digital channels, using trusted local networks, radio, and community-led communication to reach people without smartphones or reliable internet access.
Do you use technology and AI in your work?
Yes. We integrate advanced data analysis, responsible AI, and digital technologies to improve forecasting, risk mapping, and decision-making, while ensuring climate information remains clear, actionable, and accessible. We have pioneered the use of mobile-first communication channels, including WhatsApp, Telegram, and social media, to rapidly connect communities with trusted weather and climate information. Our experience also includes co-designing smartphone weather applications, such as our work in Jamaica, where digital tools have helped make climate information more accessible and useful for end users.
How long does a typical project take?
Timelines vary depending on scope and geography, but most engagements move from assessment through to implementation and capacity building over several months, with long-term support for scaling.
What happens after implementation?
Our focus is on sustainability. We continue to support partners through training, advisory, and system refinement to ensure solutions remain effective and embedded within national and local systems.
Can your approach be adapted to different regions?
Yes. Our methodology is designed to be flexible and has been applied across multiple countries and contexts, from urban environments to fragile and climate-vulnerable regions.
