The problem we solve

Climate services are expanding but they are not embedded in systems that sustain impact.

Billions have been invested in climate data, forecasting, and early warning infrastructure. Yet when the project ends, so does the system. Meteorological agencies revert to limited capacity. Communities stop receiving alerts. Governments cannot maintain what they did not build.

After 10 years of working with governments, meteorological agencies, and community organisations across three regions, we have learned that the gap is not technical. It is institutional. And that is precisely where we work.

Our impact

Drawing on long-term partnerships with the World Bank, Global System for Mobile Communications Association (GSMA), and JBA Risk Management, and a new five-year long term agreement with the World Food Programme, Resurgence brings strategic depth and on-the-ground experience to every advisory engagement. This ensures local ownership, financial viability, and long-term impact.

Across East Africa, North Africa and the Caribbean, Resurgence has supported early warning systems, reaching over 12 million people in climate-vulnerable communities.

As Resurgence expands into South and Southeast Asia, the same model, built on institutional trust and community co-ownership, is now being applied in new climate-vulnerable contexts.

We do not just design systems. We stay until they are owned.

What we deliver

Turning Climate Forecasts Into Government Decisions

From embedding early warning protocols into national disaster risk frameworks in Uganda to integrating mobile-based alert systems into urban planning in Kenya, we work directly with institutions to make sure alerts trigger action, not just awareness.

We Build The People Not Just The Platform

Training local government officials to communicate forecasts for farmers, is different from training them to lead climate briefings for ministers. We design training programmes that account for both, and for every role in between.

Ownership Does Not Happen After The Project. It Is Co-designed From The Start

Aligning national meteorological agencies, municipal governments, mobile operators, and community leaders around a single early warning system requires trust built over years, not months. That trust is what Resurgence brings, and what makes ownership possible beyond the project cycle.

Over 10 Years Of Global Delivery. Trusted in Repeat Mandates

The World Bank, GSMA, and World Food Programme. These are not one-off engagements, they are multi-year collaborations that have produced co-authored guides, scaled programmes, and institutional frameworks that outlasted funding cycles. That is the clearest measure of trust in this sector
