About DARAJA
DARAJA, a flagship programme of Resurgence, that aims to improve weather and climate information services (WCIS), including early warnings of extreme weather, for vulnerable urban users. By adopting a systems-wide approach, DARAJA builds ‘bridges’ and operational partnerships between the actors critical to the co-design of the products, dissemination channels and feedback loops for weather forecasts and extreme weather alerts. These actors span the WCIS value-chain and include National weather agencies, vulnerable residents of informal settlements, media, etc.
DARAJA is currently implementing a regional project in East Africa which includes 6 countries, including Uganda, Ethiopia and Sudan, as a part of the scale up phase of the programme. It was first piloted in Nairobi and Dar es Salaam in 2018 with strong impact results.
About Resurgence
Resurgence is a UK based international non-profit social enterprise that specialises in developing climate risk, resilience and inclusive multi-hazard early warning services. Resurgence’s clients and partners include the Met Office/ FCDO through the WISER Programme, the IDB, the World Bank GFDRR, the Red Cross Climate Centre, the United Nations Office for Disaster Risk Reduction (UNDRR) and the Lloyd’s Register Foundation.
About The Role
The Resurgence team is looking for a MEL associate to contribute to the MEL process of DARAJA including data collection, analysis, reporting, visualisation, and developing knowledge products. The associate will be involved in the planning and implementation of the MEL process, such as leading the data analysis of the primary data (quantitative and qualitative) collected by field partners and consolidating the findings in a report. They will communicate with the wider project consortium who are based in East Africa and work directly with the partners’ MEL specialists or relevant personnel. DARAJA takes a collaborative approach and thus, most pieces of the work will be done in collaboration with partners. The role is part-time and for approximately three months to overlap with the baseline analysis phase, with the possibility of extending it or renewing it for other points of the project duration. This role would be ideal for a Masters or PhD student, or Postdoctoral researcher.
Job Structure

- Remote job, based in the UK
- Approximately GBP £2,400/month, which is negotiable based on experience
- 3 months; total 240 hrs
- 2.5 days per week, or 20 hrs per week distributed between Monday to Thursday
- Reporting directly to Project Manager
- Ideal start date Monday 7 August 2023
Responsibilities
- Leading communication on MEL with implementation partners
- MEL process planning and implementation
- Data collection exercise planning and coordinating the field implementation, including sampling framework, questionnaire design, etc
- Leading the data analysis – Apply tools to run data analysis to uncover patterns, correlations, and anomalies that can be used to inform intervention design and project indicators
- Create reports and data visualisations
Qualifications and Skills
- 3+ years experience in MEL or data analytics in the international development, humanitarian aid, social science, or climate change sectors
- Excellent written and fluent spoken English; other languages such as Swahili, Luganda, Amharic or Arabic a plus
- Experience in translating complex data into clear and meaningful insights
- Strong qualitative and quantitative research skills, and experience with designing and managing mixed methods research including the design of log frames, indicators and appropriate data collection methods
- Advanced Excel skills (can write advanced macros, etc.) and familiarity with using other data analysis techniques such as R, SPSS, etc, including qualitative analysis tools (e.g., NVivo) as may be relevant to the data analysis
- Analytical mindset and problem-solving skills, with the ability to interpret data, identify patterns, and contribute to improving the MEL process
- Strong understanding of processes, approaches, tools and methodologies that facilitate MEL
- Excellent interpersonal skills and the ability to engage appropriately with diverse stakeholders, including local researchers, senior project staff and donors
